MPA Submits List of Notorious Markets to USTR for 2023

mpa notorious market list
The MPA (Motion Picture Association) has submitted its list of “notorious markets” outside of the US to the US Trade Representative for 2023.
This is an annual occurrence that the USTR oversees after input from various organizations including the MPA, ACE, and more.
These “notorious markets” are typically various online streaming sites, streaming applications, and IPTV Services these organizations feel are problematic.
In the MPA’s letter to the USTR for this year, the organization details the issues that come with online piracy including fraud and increased spread of malware.
MPA commends the USTR’s focus this year on “the potential health and safety risks posed by counterfeit goods” and agrees with the USTR that counterfeiting and piracy present serious safety risks to American consumers. Information from Internet safety experts indicates that American consumers who purchase piracy subscriptions services are frequent targets for identity theft.
It goes on to note that avoiding these illicit sites and service are important for Americans’ safety online.
Online piracy also increases the spread of malware. A 2018 Carnegie Mellon University study determined that “when users spend more time on infringing sites in a given month, they are also more likely to download malware files on their machines in the same time period.”
Such risks jeopardize the safety of the general public, the health of the Internet, and legitimate digital trade…
The detection, sanctioning, and avoidance of these pernicious activities are crucial to protecting the safety of American consumers online.
The submissions from the MPA to the USTR include some familiar names with many of these having extreme popularity among cord-cutters and more.
This year’s list was broken down into 10 different category options which included the following:

Linking & Streaming Websites
Direct Download Cyberlockers and Streaming Video Hosting Services
Illegal IPTV Services
Piracy Devices and Apps
Peer-to-Peer Networks & BitTorrent Portals
Hosting Providers
Piracy-as-a-Service (PaaS)
Registries
Payment Processors
Ad Networks and Online Advertisers

The letter consisted of 22 pages which went on to list these “notorious” services including their location and a brief synopsis of what they provide.
It is important to note that the list from the MPA for 2023 included indirect platforms that do not host or provide any content including payment processors, registries, and ad networks.
Many of the services are extremely popular with millions of monthly visitors and users across the world.
