VPN providers have VPN servers, so the 'countries' can monitor traffic going out from their country to/from the VPN providers. (You can't hide this traffic) They would not be able to see what you are doing (typically encrypted), but they can back track where its coming from in their country.
You have to ask the right question and give the right answer. Ensure your VPN source is based in a country outside of the 5, 9,…14 eyes. I recommend Switzerland based.
Opera has been my default browser for about five or six years now. Only problem is that UK ISP's (Virgin Media) block sites that even Opera can't get around. Torrents for example. However Tor Browser basically tells ISP's to go fuck them selves and is rapidly becoming my new favourite. https://www.torproject.org/download/

VPNs are only "secure" between the provider and yourself, if the provider is shady then you are just handing all your info to them on a silver platter
